It says that if we don’t hear, see, or speak no evil, we can be spared from the evil.  This concept is symbolized through three monkeys, inspired by clever wordplay in a Japanese proverb. The words in the Japanese proverb are Mizaru, Kikazaru, and Iwazaru, which means “see not”, “hear not”, and “speak not”. Zaru can also be modified as a word for Monkey. So, people insert the monkey when transferring the teachings to another. The monkeys are named according to the original proverb: Mizaru covers his eyes, seeing no evil; Kikzaru covers his ear, hearing no evil; Iwazaru covers his mouth, speaking no evil. 

In Chinese, there is a similar saying by Confucious “Look not at what is contrary to propriety; listen not to what is contrary to propriety; speak not what is contrary to propriety; make no movement which is contrary to propriety.” Some have associated with the monkey being in good mind, speech, and actions.
